Purpose

In partnership with the Office of the Sheriff and the design firm HDR, Inc., this comprehensive Jail Needs Assessment of the Contra Costa County Adult Detention System was developed to comply with California Code of Regulations (CCR) Title 24, Sec. 13-102(c) 2. The richly detailed report and analysis includes a summary of 2019/2020 bed capacity requirements and outlines the phased development and programmatic purpose of the West County Detention Facility site as part of a long-term wholesale jail-system reform in the County. The project was completed on a two-month timeline.
