A public/private multi-partner initiative led by County Health Services, a city police department, and County Probation, CoCo LEAD Plus is an innovative point-of-arrest diversion program intended to break the cycle of criminalization and repeated incarceration for people with mental illness or substance use disorder in Antioch, CA. Working on an eight-week timeline, we formed and facilitated a local advisory team of nearly 40 stakeholders, conducted original research to determine need and priorities, convened and guided a criminal justice work group and a behavioral health work group to advance analysis and design, established inter-agency agreements with ten public agencies, finalized the project design with full approval of the advisory team, and wrote the $6 million proposal, which was ranked in the top five of all the proposals submitted in the state of California.
